Build Own Operate Transfer (BOOT) is a delivery model in which a private party, or consortium, receives a mandate from a private or public sector client to finance, design, construct, own, and operate a facility, typically for a long-term period.

During this period the private party/consortium owns and operates the facility with the prime goal to recover the costs of investment and operations and maintenance while trying to achieve an appropriate margin on the project. At the end of the specified period, ownership of the facility is transferred back to the client.
